I'm sure they would. It's always welcome when someone can offer professional services for free. What's next? Asking for people to volunteer their time to staff the pie shop or clean the stadium after games?
Sorry, but services should NEVER be volunteered for no compensation to for-profit entities.
The club needs to realise that it needs to make a sustained effort to engage the community in order to attract support. A properly designed website would attract regular traffic and could sell advertising space to local businesses to support itself. Furthermore a proper online shop with a broader selection would likely see better sales. It's 2015 and our website is still stuck in the late 90s.
The 'allegations' were some guy on Twitter who promised proof the next day and ....................... Hardly worth mentioning again.
